Good Advice
Sometimes, you know you've heard good advice. That's why Mr. Zaheer Khan's email seemed worthwhile, when he advised:

Independent 175 visa you can lodge right now and I know it will take approx 15 months at this stage. Other option is to get state sponsorship which is less time then 175 visa. ENS and RSMS visa are not easy and you need to be sponsored by an employer before you can lodge your application.
I suggest you to lodge your application in 175 and then apply for state sponsorship. Once you get sponsorship you can convert from 175 to 176 visa.

The 176 visa he's talking about refers to the Skilled – Sponsored (Migrant) Visa (Subclass 176) is really a permanent visa for people unable to meet the Skilled – Independent pass mark.
Applicants must be either sponsored by an eligible relative living in Australia or nominated by a participating State or Territory government.
Applicants must pass a points test lower than that for the Skilled – Independent visa (100 points versus 120).
The visa is a permanent residency visa with all the perks of a Skilled – Independent (Migrant) Visa (Subclass 175), and qualifies for priority group 2 in the Updated Priority Processing Arrangements for Skilled Migration Visas.
This means that 176 will take 12 months as it is in priority group 2 while the 175 visa takes 18-24 months as per the estimated application processing times.
Furthermore, the Acacia website has published an important piece of information that verifies Zaheer sb's claim:
"The Department of Immigration announced today that they will not accept applications for Skilled Independent Subclass 175 and 176 after the 7th of May 2010" - link here
If this is true, then this is possibly the only chance I'll get for these visa subclasses.
It is important to note that 'Applications from people who are nominated by a state or territory government agency with a nominated occupation that is specified on the state or territory’s state migration plan receive the second highest level of priority processing'.

So, what I need to do now is to lodge my application ASAP, before I cannot do so anymore, and maybe even before I turn 30.
The most pressing information needs right now are:
> My questions regarding the GSM application, especially relating to residence in last 10 years and whether my family members need to take an IELTS test to demonstrate functional English. I may have to keep my fingers crossed and hope the immigration officials will agree that (non-ICT) business analyst is related to management accounting.
> Since I am currently targeting Sydney, NSW, I will need to keep abreast of their SMP release.
The provisional Skilled - Sponsored list for NSW is available at: NSW Department of Industry and Investment, and lists Management Accountant right on top, except that they need a specialization in Risk Management.
> I also need make my mind regarding where in Australia I want to migrate so that I can go for a 176 visa which is apparently quite detailed and requires a good understanding of why a particular state is more suitable for your application and demonstration of research concerning that state.

For e.g. as NSW has not yet released its SMP, it is possible to apply for state nomination through NSW based on a list taken from occupations on the new SOL but if you are nominated by NSW it is not possible to obtain priority processing until the SMP is approved.
